
An initiative to make the Chief Minister of West Bengal the chancellor of all state-run universities was approved by the state cabinet on Thursday. Bill will be introduced in the next Assembly session, state education minister Bratya Basu tells journalists.
The chancellor of a state university serves as the institution’s head. Many states’ governors function as chancellors ex-officio; in this role, they appoint university vice-chancellors and preside over convocation ceremonies.
Calcutta University, Jadavpur University, and Kalyani University are among the 17 universities where the Governor of West Bengal serves as chancellor. The Governor also serves as chancellor of the University of Burdwan.
The state government of Bengal, one of the four Opposition-ruled states, has been at odds with the governor on a number of issues, including education. Governors in Kerala, Tamil Nadu, and Maharashtra have recently moved to limit their ability to designate university vice-chancellors.
With regard to appointing vice-chancellors at the state’s institutions, the Trinamool Congress government in Bengal, which had previously removed the governor’s jurisdiction in this regard in 2019, has now proposed removing the position entirely.

A senior state government official defended the action, saying, “This is not new.” Kerala and Tamil Nadu have already decided to establish the Chief Minister of each state Chancellor of the Commonwealth of India (of state universities). This decision was made in accordance with the recommendations of the Punchhi Commission.”
The Commission was set up by the government to examine the relationship between the federal government and the states.

In April, the Tamil Nadu Assembly passed two bills to give the state administration, led by the DMK, control over the appointment of vice-chancellors at 13 state universities. A change to this bill would remove the Governor from his role as chancellor of the state’s public colleges.
The Maharashtra Public Universities Act, 2016, was amended in Maharashtra by substantially reducing the Governor’s involvement in appointing Vice-Chancellors (V-Cs). The Maharashtra Governor is still the chancellor.
Chief Minister Mamata Banerjee and TMC leader Dhankhar, who have accused him of acting at the behest of the BJP-led government in New Delhi, are certain to renew their feud following Thursday’s announcement. Dhankar, on the other hand, has frequently blasted the state government for failing to recognize his importance in higher education and to act accordingly. When he claimed that the state administration had appointed 25 V-Cs without his permission, he was correct.
